Our clocks sync to a precise server time signal and update every second, so the time you see is the real local time - Including correct UTC offsets and daylight saving rules for each zone.
When you open a city time page or an IANA time zone page, the page is designed to answer the next question too: what offset applies, whether daylight saving is active, and what other places share that time.
